Contexto
There is a tendency to over (or under) estimate the probability of occurrence of a particular event when the evaluation is based solely on reference to personal experience and the assumption that such experience is universal. For example, a safety auditor may focus attention on a particular series of questions in the protocol knowing that other Contracting States have previously demonstrated weaknesses in these areas.
