- By definition, there would be no compulsion to participate in a voluntary emissions trading scheme. In order to widen the scope of the scheme, increase the potential environmental benefits and the economic efficiency, and minimise competitive effects, airlines could consider joint participation, for example, as part of an airline association or airline alliance. New entrant airlines would not be obliged to participate in a voluntary scheme but should be able to join if they wished.
