- Emergency access roads should be provided on an airport where terrain conditions permit their construction so as to facilitate the achievement of minimum response times. Particular attention should be given to the provision of ready access to approach areas up to 1 000 m from the threshold or at least from the threshold to the airport boundary. Where the airport is fenced, access to outside areas should be facilitated by the provision of emergency gates or frangible barriers.

- The responsible parties should be kept informed as to any impairment of the emergency access roads, such as their being closed for repairs or unusable because of high water, snow, etc. If the airport is fenced, keys to gate locks should be carried on each piece of emergency apparatus by airport police/security and other appropriate local authorities.
