Definição1
The term “safety management” includes two key concepts. First is the concept of a State safety programme (SSP), which is an integrated set of regulations and activities aimed at improving safety. Second is the concept of a safety management system (SMS) which is a systematic approach to managing safety, including the necessary organizational structures, accountabilities, policies and procedures.

Contexto
With the introduction of requirements for safety management, the oversight function has assumed even greater importance. While the ongoing management of safety is the responsibility of the ATS service provider, there is a need for independent oversight of the safety management practices and safety performance of the provider.
The integral parts of safety management are: the probabilistic safety assessment of the system, the simulation of maximum credible accidents, the design of standard and emergency procedures and the training.
