An ATO is an organization that is approved by the Licensing Authority to deliver specific approved training programmes to aviation personnel for licensing purposes. As a prerequisite to the approval process this organization will have demonstrated that it is staffed, equipped, financially resourced, and operated in a manner conducive to achieving the required standards. Its approved programmes may from time to time take advantage of the reduced experience requirements provided for in both Annex 1 and the applicable national regulations for certain licenses and ratings.

The organizational structure of an ATO will vary depending upon the scope and complexity of its business model. The design and make-up of its structure should ensure that the delivery of training meets the client's needs and expectations while maintaining compliance with the applicable regulatory requirements. Therefore, ATOs need to have a management structure that is designed around best quality management practices.
