Contexto
The Working Group on Amendment 12 to Annex 17 was also considering that issue, with a view to proposing a provision for inclusion in the next amendment to Annex 17. The President of the Council suggested, and it was agreed, that the Council await the results of the AVSECP’s consideration of the reports of the said two Working Groups on the issue of a definition of a “stowaway” before deciding if the latter should be included in the UIC’s work programme.
