IATA determines the accident region based on the operator's "home" country as specified in the operator's Air Operator Certificate (AOC). For example, if a Canadian-registered operator has an accident in Europe, this accident is considered a North American accident.

Skill: The applicant, in a flight test, has demonstrated to the Director, or an appropriately authorized flight examiner operating under the authority of either a commercial air operator certificate issued by the Authority or an approved training organization certificate issued by the Authority if the certificate authorizes the organization to conduct such flight tests.
