- An umbrella term adopted by the International Civil Aviation Organization (ICAO) to encompass any independent satellite navigation system used by a pilot to perform onboard position determinations form the satellite data. GNSS means any navigation system that satisfies stated international navigational requirements using satellite technology. A complete global navigation satellite system may include satellites provided by various states and commercial groups and be complemented by ground systems used to augment and monitor the satellites.

- The International Air Transport Association (IATA) presented the meeting with its operational requirements for the AFI Region which addressed very high frequency radio coverage, automatic dependent surveillance (ADS), controller pilot data link communication (CPDLC), global navigation satellite systems (GNSS) and performance based navigation (PBN).
- The extent of development a particular State may desire to implement should be predicated on the extent of operational services provided by GNSS and required availability for those services.
- In discussing communication, navigation and surveillance systems together with air traffic management systems (CNS/ATM), including global navigation satellite systems (GNSS), and the legal framework to cover these issues, the Representatives of Nigeria and Spain sought additional information on the work being done by the International Institute for the Unification of Private Law (UNIDROIT).
