- A controlled airspace extending upward from a specified limit above the earth (ICAO). The delineation of the control areas, including airways and terminal control areas, should encompass sufficient airspace to contain the flight paths of those IFR (instrument flight rules) flights to which it is desired to provide air traffic control services deemed appropriate after taking into account the capabilities of the available navigational aids in the area. In a control area, other than that formed by a system of airways, a system of routes may be established for easy provision of air traffic control. While it is not essential should be not less than 700 ft (200 m) above the ground or water. This limit should be such, when practical, that it provides separation for VFR (visual flight rules) flights below the control area. When this lower limit is above 3000 ft (900 m) MSL (mean sea level), it should coincide with a VFR (visual flight rules) cruising level. An upper limit of a control area is established when either the air traffic control service is not planned to be provided above this upper limit; or the control area is situated below an upper control area. In this case, the upper limit should coincide with the lower limit of the upper control area; it should coincide with a VFR cruising level.
