All fixed (whether temporary or permanent) and mobile objects, or parts thereof, that are located on an area intended for the surface movement of aircraft or that extend above a defined surface intended to protect aircraft in flight.

Contexto
For example, the risks associated with individual obstacles may be given, and these risks can be ordered, either in terms of obstacle range, or more usefully in terms of risk magnitude, so that the user may see at a glance which obstacles are the major contributors to the total risk.
